Staff performance and pay

FOI ref - FOI-270

10 July 2024

Request

  • The number of staff employed at every job grade in your agency (if possible, including Board members and chief officers except NEDs), who received a performance grade in each performance year.
  • The number of staff employed at every job grade who received a bonus or other performance-related pay. Standard pay rises given to all staff and spinal point progressions are excluded, should your agency use this pay method.
  • The median bonus or performance-related pay increase awarded for every job grade in both performance years.
  • An explanation of the performance grades that staff can be awarded, together with guidance on how these are awarded and the approval/oversight/audit or moderation process applied to all bonus/performance-related pay awards. For example, your agency's policy on performance related pay is likely to suffice (or a link to a similar published document) together with any relevant Internal Audit guidance if your agency has such a function.
  • The number of staff at each job grade, who received a bonus/performance related pay increment, who also went on strike at least once in the respective performance year.

Response

I confirm that we hold some of the information you have requested.

Our staff performance assessment years run over the financial year. We are able to provide you with the answers to your questions for the performance year of 2022 to 2023. See the below table for more information on this.

However, we are unable to provide you answers for the most recent performance year of 2023 to 2024 as these figures have not been finalised. This is because the Civil Service pay remit, usually published in April, will be delayed until later in the summer. This announcement was made prior to the calling of the general election. This will also include the metrics for your question regarding staff receiving a bonus or pay increment who participated in industrial action in that performance year. This is because it will not apply to the 2022 to 2023 financial year.

Our guidance on moderation and reward policy set out the three performance grades that can be awarded, as well as the rationale as to why and when staff can be nominated for a bonus.
